SC4 is a superior simulator. If you want to make your pretty map paintings in Skylines, go ahead. But nothing will match the robustness of SC4 + NAM (inb4 mod criticism in a comparison, city builders need modding to thrive so we might as well discuss popular mods as defacto game features) region play.

SimCity for better simulation but more limited mechanically (curved roads are a bitch, mods are harder to implement)
Skylines for slightly weaker simulation HOWEVER it is agent based, easier to mod with more modding potential, it's also full 3D.
All that being said, if you are a hardcore city building autist and are willing to spend days downloading props and dependencies and then placing those said dependencies to create a pretty but-nonfunctional city, then you will be able to do a lot more with SC4 than S:C

I really like the isometric view and look of Sim City 4, but on the other hand Cities Skylines has loads of features Sim City is missing.
Atm. Sim city 4 has 525 hours, but skylines is slowly catching up to it and I havent played 4 in ages.
Could I have Skylines with isometric 3d view and aesthetics of modded Sim City 4?
I like that skylines got rid of the region feature and just giving you a really big map to play with. It always felt so wrong to manage a bunch of different cities that were out of sync timewise.
But for individual cities I think SC4 looks a lot better and has better mechanics.

In Sim City 4, the easiest way to get ahead was to put a polluting industrial city, and connect it to the map edge so that you could then make a clean pristine city with immediate job access. Maybe it's a cheaty way to go, but it worked. How does Cities Skylines compare?

question about SimCity 4
if I want to use NAM, do I have to use a legit copy? if so, what's the one I should get? Steam or Origin version?
Both are good, but they have problems on their own. SimCity 4 still has bugs and run like shit on newer systems, and you still depend on mods to fix it. Cities Skylines basically works out of the box and looks nice, but even with lots of micromanagement it doesn't feel as deep as SC4.
I just wish that you could micromanage individual schools and hospitals budgets like you could with SC4.

I usually intentionally make grids in sc4. I plan out a standard city block, with the most efficient use of space that give me dedicated zone blocks that are fixed are the maximum building size. All connected with subways to every corner of the map. All of this because sc4 unlocks certain building types based on population milestones. If I didn't care about squeezing in a huge population in a small space, I would probably play differently.
