Skyrim right now is way cheaper and the mods are far more advanced. You can literally turn the game into anything you want, likean actual rpgor as a slutty cumbucket who gets raped by everything.
Fallout 4 is way less of an RPG than any other Bethesda game at launch. The mods are still new, and desu, mods are never going to be able to fix Fallout 4's biggest issues (lack of quests, shitty dialogue with little options, boring characters that aren't memorable) because of forced voice acting.
tl;dr just pick up Skyrim for your Todd Howard fix.

It's a luck perk. When I get any kind of EXP, even from quests, killing monsters or achievements or whatever, I have a chance on doubling that EXP gained. At max level, it's like 10 times EXP.
But it's most effective with low INT.
