False. Overwatch has been in development long time ago, it comes from the failure it was Titan, and some elements of that game were used in Overwatch.

True. But the time between these 2 announcements is just 4 months. There is no way Blizzard could do something in just 4 months, specially considering they had a CGI animation and a gameplay trailer with half the roster already designed by the time they announced it.
