Builders is getting help from Sony, 7 and 8 has funding help from Nintendo, and Heroes got help from Tecmo Koei.
Square has shown they don't mind funding localizations themselves but when they do it they put it on cellphones then point to sales during stockholder meeting and scream LOOK NO ONE BUYS IT.

You may prefer JRPGs that focus on cinematics and story. There's a few DQ games that do this, but the majority focus on open ended exploration and hands off storytelling. Which isn't for everyone. Well, everyone is Japan seems to like it, but not in the west.
Despite the focus not being on story, the games do have great stories. Especially since they are character driven. I also think Dragon Quest has the most impacting deaths in a JRPG I've seen tied with Suikoden.
