Basically I got a laptop and I want to play some FPS games. I was thinking battlefield. I have no idea how any of this works, how to make an account, how much it costs for each game. Do I have to pay a monthly fee? What FPS's are people even playing right now?

To buy Steam games, you need a steam account.Then, go to the store, choose any game you want, and you'll see its price. Add it to the cart and pay.
Then, download the Steam client. It's free. Log in, install the game from you Library, and play.
By the way, those specs are only detailed specs of your processor. It doesn't tell us much.

as an example, you can judge a game by it's graphical fidelity. I'm sure you'd be fine running pixel indie games or something. AAA games and the likes? No chance.
With a shitty laptop, you should try for 2d games instead. Branch out and try some platformers, metroidvanias, roguelikes, etc.

Steam is a DRM platform that ties your account and personal info to software licenses. Steam mostly has games but also has other useful software.
Unfortunately your laptop lacks the hardware for decent video processing for 3d games, so you're kind of stuck with league of Legends, and older games on low settings

Depends what you like.
If you're like me, and you don't so much buy ever single £40 AA title breaking the ice, then the 750ti works pretty well. It struggles sometimes, but it does really good for it's price. (around £120)
If money's not an issue for you, you can just check the newest series of cards, and decide which tier you want. I'm not gonna cover everything cause it's a bit complex, but you'll get the idea.

Steam is a free program that allows you to purchase licenses to digital PC games. It is free to both install and use all of its features. It is basically like downloading the operating system from a console (allows you to browse the market, buy games, chat with friends, get achievements, etc.) except it is a program within your computer's operating system. Newer Battlefield games (BF3 and later) are not available through Steam and must be bought through EA's steam-clone Origin.
Your laptop is not good for gaming (No dedicated graphics card) and will very likely not run any of the newer Battlefield games. (My 4 year-old laptop is a lot better off than yours GPU-wise and it got 15fps on the lowest settings for BF4 and it barely ran BF3.)
You should be able to run Overwatch on low but I honestly couldn't say for sure.

On a machine with those kind of specs, you probably want to stick with old games and very lightweight titles.
Check out Rise of Nations, Hotline Miami, Age of Decadence, and Papers Please.
You might be able to run the original Witcher game, but I can't say that with any certainty.
