Except everybody else you are playing against it has it also so relative skill between players in MP is the same as it is on PC.
Also, controllers naturally have less accuracy and ease of use then mice for aiming. It's still more difficult to aim on consoles with an analog stick with aim assist then it is on PC.

To speak relatively, halo 5 has the least amount of aim assist in the series, but has like the 3rd highest amount of bullet magnetism.

M+kb has a lower skill floor and a higher skill ceiling vs controller.
With aim assist, the skill floor is raised, but the skill ceiling doesn't go anywhere.
m+kb still reigns supreme at high level play. It's low level play that aim assist affects.
