They made stupid amounts of money off gta online alone after release. They lost any motivation to make single player expansions that would actually be good, and shoveled all resources into releasing more online content.

They said in 2014 single played DLC was on the way.
it took them longer than expected to get the heists out, I think they have abandoned the single player for jewing out the Online.
they don't even release the vehicles into single player. that is a piss take.

they've made half a billion dollars on shark cards, so naturally all their effort are going into online mode. why spend a year making a large SP DLC for 20 bucks when you can sell shark cards for 20 bucks non-stop 24/7?
