MGS5 was 9/10 until you realized it was missing about 25 chapters and forced to end early. Why it was incomplete, once can debate that. I personally think it was Kojipro not really explaining what they where doing to Konami, and then them getting impatient and expecting a game ASAP when it needed more time.

unfortunately, Fox Engine is not that good. UE4 is better.

The reason why it looks really good is because of Simplygon. this magic program can reduce the poly count by 6x and retain the details with better normal map implementation.

Works better than mudbox and zbrush

Konami has the rights. Kojima mentioned he's looking at two engines for Death Stranding but didn't want to mention which yet. One of the two was used for the teaser.

If you don't have experience with 3D modelling and game engines and how to optimize for them don't even bother opening your mouth, it makes you look dumb as fuck.

The reason Fox Engine ran so well wasn't some magic nippon formula or pixie dust, they just happened to use fairly basic rendering techniques. The reason it looked as good as it did in spite of that is because they put a lot of effort into trying to get accurate real world lighting properties of all the materials they use and also accurate time of day and weather lighting. Essentially they've just made use of PBR which a lot of devs are doing now.
A lot of things like Simplygon helped tremendously with lowering unnecessary GPU and CPU load.
LoD and draw distance is still something that's extremely performance intensive if not kept in check.
You can end up rendering some buildings and trees that are 500 metres away at a much higher polygon count than you need to, since your wouldn't have the object span across enough pixels to even show the extra detail of a higher poly mesh.

That's another thing the game does actually, it dynamically lowers distant detail based on your in game resolution so that it doesn't waste processing power on something you can't even see.
You can see this demonstrated in one of those Nvidia optimization articles for Ground Zeroes for example.
