That's a combination of both the people up top and the people they hired to develop their games. Like they thought two wrongs made a right, but it's just two wrongs making something even wronger. They even said at one point that they had planned to recently hire fresh talent (ie: fresh out of college or even highschool). They, the people who control the finances that is to say, don't want to spend money on actual talent, and they want to get involved in business itself, not game development. They just use game development as a means to business, but it's a secondary concern for them. They focus so much on saving money so they can keep it themselves, and all the expensive talent they once had, like Akiman, leave either because they won't afford them or they fire them because they expect too much, or they suppress their creativity with their tryhard safe approach to business.
