They are dynamic and changeable. You can literally change them every turn if you have the money for it.
There are government types again in this game. They're unlocked along the Civic tree and besides specific bonuses, they have different number of available slots divided between Military, Economic, Diplomatic, and Wildcard policies (the one in the picture is Early Republic- it gets one of each type of slot; Oligarchy gets 2 Economic, 1 Diplomatic and 1 Wildcard, and Autocracy gets 2 Military, 1 Economic and 1 Wildcard). Wildcard slots have their own type of card OR you can put any of the other policy types in the slot - that's why they're called Wildcard.
You get a free policy switch any time you research a Civic that unlocks a policy, otherwise it costs gold. The Civic tree is a separate tree from the Technology tree this time.
So anyway, in the picture, if you decide you need to build up an early navy fast, you can just swap out Survey or Inspiration for Maritime Industries, and then change it back when you're done.
It's not like the Civics of Civ 5 where you once you've chosen it's locked in.

Two agenda system for AI: one leader agenda that's always the same (unless there's, like, a randomization option) as it defines that leader - Egypt will always like you better if you have a strong army and be hostile if you have a weak one. Roosevelt will always dislike warmongers on his continent. So say they're both on your continent. You can deliberately bait Egypt into attacking by keeping a light military and draw America into coming to your aid because Egypt declared war on you.
There's also a second, hidden agenda for each AI that you have to find out through espionage (or observing their actions). It's drawn randomly from a pool of agendas, and could be things like "desires the biggest navy/likes high culture/wants to be the only civ on their continent" and that will modify their behavior a bit. So Teddy might not be as cordial to you being picked on if his plan was to get everyone out of America in the first place.
There should be a lot more personality and transparency to the diplomacy game this time.

I have both EL and Civ 2 - 5, and I can honestly say all of the Civs are better, except for 3.
EL just gets boring after you hit the 4th era. Too little buildings, population hits cancerous rates of growth, and most of the land is gobbled up, meaning you need to rely on others for resources that run out after 10 turns. Even with 0 specialists in food, I usually hit 30 population in 5 cities by the end of a normal paced game. There's only so much Moonleaf can do for you when your population hits overdrive.
Not to mention the city building system is shit, the combat is garbage, it suffers from Beyond Earth syndrome with no variety in games, and each race places so drastically different they're playing different games entirely, so most of the time you don't interact with anyone (aside from the Necrophages)

It's a permanent dye and that power is actually something we've only been able to kind of catch up to in modern times. There's just one drawback - it's toxic. Note the lead oxide part.
Lead poisoning is pretty slow, though, chances are it wouldn't have shown many signs until later in a user's life, if they even lived that long without some violence or disease-cause.
But Egypt nobility in particular used plenty of wigs (there are surviving examples in museums), and those would only need to be dyed once and the health risk would be even more marginal.
Point is, unnatural dark hair isn't a problem in Cleopatra's time.
