Toggle is nice so you don't have to hold the button down the entire time.
Also technically Toggle is faster to switch targets than Hold since you'll have a split second in which you're not healing, releasing and pressing the button again. Toggle instantly switches to the next target on the very frame you press the button.
That may come down to personal preference, however it is highly advised that everyone switch Mercy's Guardian Angel to NOT prefer the healing target. It allows her to remain mobile, jumping to anyone she wants while still healing a different person.

No matter, absolutely no matter, how good a Mercy is, she can't and will never be the sole reason your team has won, you need your team to be at the very least not brain damaged and have some resemblance of skill.
I remember how people would post that picture of the healer saying "oh look, DPS overextended again, guess who is not getting healed and dies like a bitch, I'm your god faggots", and before OW I thought that was true as well, but now I know it's bullshit. I main Reinhardt but use Mercy a shit ton and it always baffles me how my teams ignore flankers. I often get bronzes and silvers (and even a couple golds) just from having to split off from the group to pistol down a Widowmaker or Hanzo. Speed boost is a much stronger normal ability than anything Mercy got, it's just that rez is too good to pass up on.

I have few reason's as to why.
-She's highly dependent on her team for escaping, unlike Lucio with his speed boost and wall-riding mobility. A good team will have a front line, back line, and a vertically above positioned teammate (like a Pharah) that she can shift / Guardian Angel to. Most pubs are spread way too far apart or way too close too each other.
-Playing her requires much more decision making than Lucio. A pub Lucio can spam e most of the time an doing a decent amount of healing even if it's not the most optimal use of the e. Mercy has to practice triage and balance between damage boosting. For example, damage boosting a teammate to end an enemy reaper's death blossom vs healing through the ult and hoping you two survive.
-Most Mercy's do not use their pistols. Lucio's slight additional DPS can make the difference in a game. The chance of enemies that would get away with a sliver of health would be lessened. Lucio's RMB knockback even offer crucial elimination opportunities depending on the map.
-Many Mercys save their ults for big resurrects, not often realizing that her ult charges so fast that she can pop out an additional single resurrects here and there to allies (especially if it's an ally that's extremely good).
-Big resurrects are an extreme gamble. You're essentially taking your chances on how long you can live before you use your Q.
-Big resurrects still leaves your team in a terrible position compared to the enemy team if they're competent enough to know where they should be standing. The big lights announcing every character's position doesn't help. Pray that the enemy team's healer isn't still alive after it too because 90% of the time, you're a huge target when you announce "Heroes never die", leaving your teammates fighting against a team with one.
-She's a desperate pick for games reaching the end / overtime, especially if the team never started with a mercy / lucio to begin with.

It pains me to see just how many people don't understand the game yet. People in the closed beta picked up on everything really fast but now in retail for whatever reason people are gravitating towards various characters and blind themselves to their ingame roles, refusing to pick properly or switch when needed.

Mercy is a must have, no questions asked. The only time you'd want a Lucio here is if you are in a high end ranked game where the Mercy+Lucio combo is all but necessary. Even then his job is only to counter ult the enemy teams Lucio ult push. In normal games a solo Mercy is perfect while a Mercy+Sym combo works on some maps (only on the first point mainly).

Mercy outranks Lucio as your support of choice in most lineups if you are only picking one support. He isn't a BAD choice but you are placing a lot of importance in winning off one push, you don't have revives to sustain the fight and are stuck with really long runbacks.

Lucio is mandatory here and up until the last patch you never wanted a Mercy on your team. The meta used to be (and still kinda is) Tracer focused so the main strat was always 2xLucio 2xTracer and 2xWinston, now though you can argue sneaking in a Mercy to pocket a really good Pharah but it's still an ehhhhhhhhhhhhhh pick.

Mercy heals 50 HP/second all the time. Lucio heals 12.5 HP/second and can increase it to 40 HP/second for 3 seconds every 12 seconds at best.

Not true. Zenyatta goes well with a team that can throw out solid amounts of damage. A discord orb on a Reinhardt and a Reaper from the back is a death sentence.
Also a well placed Zenyatta ulti can get you out of Graviton Surge or get you that last push. He's a hero that isn't good if you don't know how to play him, which most people don't because you have to do actual damage long range in order to be effective.

Mercy's skill cap is pretty low, once you figure out how to position yourself with your team you pretty much hit the cap right there, escaping mostly depends on your teams position where they are at that moment so you can press shift which is mostly based on luck on if they are in the right position at that time. The other support classes have a way higher skill cap.
