Smash 4 basically exists as a slightly faster port of Brawl without tripping. There's no way to get a game out with a roster as big as Smash 4's without basically taking resources from somewhere else. Even Sakurai himself admitted that each new fighter took something like six months to make, from concept to finished product, so they had to have had a lot of fucking people on that project.
But, yeah, it's pretty damn obvious that they ported over everything from Brawl, cherry picked everything they possibly could out of it, and gave it a fresh coat of paint to save as much dev time as possible.

It's far too early to make predictions because nintendo hasnt made any new ips in the last few years, as far as I can tell.
They have a large backlog of characters to choose from, but I dont think Nintendo is interested in pulling characters from the past. They want to feature new characters aka characters that will sell copies of the game. We havent really seen any new stars since smash 4 so there isnt much to choose from.
