"unreliable" is the wrong word. A lot of games work, and work very well. If you play a well supported game and use the documented options, it will just work. But some games... no.

And yet we didn't have a half-decent PS1 emulator for almost 20 years. ePSXe is the most bloated turd I've ever had the misfortune of using, and PCSX2 rivals it in ineptitude.
I'm looking forward to the day when someone builds and actual PS2 emulator, having something that seems stable and then turns to absolute shit 5 minutes in because some Jap programmed a particle effect that the HLE hacks can't handle isn't fun.

I'd say PJ64 was more competent than ePSXe, if only by the virtue that the N64 had almost nothing worth playing, so game specific hacks worked better.

Two CPUs, two kinds of GPU, and various sub CPUs governing I/O and sound aren't difficult to emulate in isolation. Emulating them all and ensuring smooth intercommunication is a nightmare, and makes any kind of dynarec approach very dangerous.
