I don't hate the new Frank, but he looks nothing like the first one and that bothers me a little.

In 3 it's like they realized how short the game was so they had you drive for fucking hours just to make up for all the lacking.

Unlike many of the xbox games showed at the expo, they didn't yell "EXCLUSIVE TO XBONE AND W10", so your best bet is that it is a timed exclusive. Some people here say that it'll hit PS4 and Steam a year later, but they have no real source.
