They make 55k in real currency money. Inafune could've had 10 devs working for the entire 5 years and still have a third of the initial budget left assuming he was trying to make the game on just the kickstarter money. The thing is, the programming part of the game can and has been done by single people in their basement in their spare time in mere months. In other words, it can't have cost more than $5k to have built the whole game, programming wise. They obviously don't use any mocap, so all animations can't have been more than $10k combined. What's left? Effects design (amateurs do better in hours), level designs and boss designs, shader programming (they're obviously using stock shaders), modeling (again, an amateur makes better models in a couple of days). The production value of the game is a whopping $100k if you're very generous with your funds allocation.

guess I'll throw out my own thoughts. Firstly I don't think this project was thought all the way through. No one not even inafune himself could have predicted how big the turn out was going to be.
At most he was hoping for a modest steam release perhaps hoping it would garner interest for a bigger sequel backed by a larger company. When he got over $4mil he didn't know what to do with it.

There were two instances in Inafune's career that were similar to the demo of MML3. I think that's pretty much it.
Success never happens on accident and MM was beyond servicable with good gameplay, great graphics and nice music on the NES.
They kept it at a good level with SNes, but the hardware had more easily accessible power for most companies compared to the NES. But sure, it's still good.
By the PSX their shot at evolution was MML which didn't take. I'll let everyone make of that what they will.
X4 and 8 were eyecandy. X5+ were entrusted to a definitely uninspired branch of Capcom and the immediate ones (5 and 6) basically owed the best looking parts of the game to 4 and rehashed way too much, even for a Mega Man game.
And so we get to the GBA games and MMZ is just a well tuned enough platforming series, well worth playing and satisfying but there's really nothing making it stand out at this point anymore.
ZX didn't go anywhere because of this, IMO. Megaman had come full circle and began to eat its own tail.
Then 9 wowed people mostly for the presentation, and then 10 probably didn't make Capcom lose money but didn't set the world on fire like 9 did.

They went with an LCD approach to optimization and it's easy to tell the approach to presentation took a huge hit (especially when you compare the concept art, and even earlier footage of the game). Most multiplat devs have differing systems in place depending on the console, most of the time developed specifically for that one console.
Bioshock Infinite on PS3, for a random example, uses an entirely different (but the results are similar enough) lighting solution than the 360 and PC versions. By making Mighty No. 9 as least ambitious as possible, Comcept can avoid that degree of polish altogether. I feel like Watch_Dogs also did this once it became a cross-gen title, complete with snide remarks to version differences written in the game's code.

Akira Kitamura created Mega Man, and the story. He's as close to "father of mega Man" as you can get. But he's totally an obscure figure since he left gaming, while Inafune became "the face" of the series starting in the late 90's. Programmer Nobuyuki Matsushima was essential. Without him, the game would not have looked or played as good as it did. And Matsushima came up with the concept of MM changing colors with different powers. Initially Kitamura wanted MM's head symbol to change, but it wasn't really working.

Unless they were AAA developers like Konami, Capcom, and Square, they weren't doing anything out of the ordinary, they weren't pushing boundaries, they were simply playing it safe.
