Yes, I honestly can. I really just did not find it fun, ended up hating it more over time. I mean, if you want to be technical then sure, I can be honest: it was perfectly decently polished beyond launch, production values were fine. It didn't delete my hard drive or any shit like that. I suppose you could argue very fairly that it's impossible for it to be a "bad" game /really/ given that we've all played truly horrible bugfest shitpiles.
Yet even so I don't think context is irrelevant, and going from what BlizzNorth was working on to that, destroying yet another beloved lore, the tired gameplay, and so on, I think it's fair to ding D3 harder for all that then I would some random indy. It was priced as a top tier game and made by a top tier dev with effectively limitless resources on the back of a strongly established lore and franchise. Even if technically speaking it should rate a solid 7 or 8, I still think it's fair to consider it a "bad game" given how badly it went compared to how it should have, fundamental blunders, and profit-driven part of it (with the Auction House) clearly pushing for bad gameplay decisions, etc.
No, it wasn't a total F2P shitfest, but even so it was a real low point. It was bad.

I might enjoy Overwatch, but it honestly looks like they just tried to make another Team Fortress 2 and put their signature weird character designs and magic hero ability shit in it.

Pretty sure it was the second? DLC that saved it. But I"ll never know. As I gave up on it after the "random" areas of three or four set pieces copy pasted in predictable patterns was noticed. Or the recolours. Over 10 GB of data, and they still use recolours. RECOLOURS! This shit isn't the NES, why the fuck are there recoulours?
Couldn't get over it. So I stopped playing shortly before they canned the auction house.

Blizzard are marketing geniuses. They're unique in that they made so much of money off of WoW that they became too big to fail. They had essentially already won. They were as big as they could possibly get, so they no longer had to try to grow.
So instead of trying to expand their consumer-base, they have been actively consolidating it. They have been and will continue to alienate and dissuade anyone who does not have low standards and a loose wallet. The casuals. The soccer Moms, dudebros, children, empowered "girl gamers", etc. These are the people they design their games for, and anyone else can take a hike, they're not needed.
I'd say right now they are right where they want to be. The people who spend money on their products are easy to please and easy to milk. They don't complain about abysmal quality so you can cut development costs. They don't complain about things being overpriced so you can charge more. They don't complain about micro-transactions so you can milk them more.
