Richard the Lionheart was a failure as a King. His only claim to fame is beating Saladin in a battle he shouldn't have won.
He got captured on his way back to England, locked up, England bankrupted itself practically funding his release, he then went and had a jolly good war in France crushing rebellions, gets killed by a cook (various sources dispute this, but allow my meme historical background go with it), cook gets captured, he gives him a load of money and orders him to be sent free, then dies, cook gets recaptured and has his skinned flayed. Control of England falls to his brother who is even WORSE and ends up losing the remaining English holdings in France, allowing them to be relevant.

as for the Mongol Invasions. It was highly unlikely that the Mongols could have won a war with Japan anyway. They relied on horses and Japan was pretty mountainous, which wouldn't have been too bad for Steppes Sons, but it's a problem when supplies and reinforcements have to come from across an ocean and you have to go the long way to get them to the army.
Besides, Japan were incredibly adept at fighting horses.

All Apostles you create gain the Martyr ability in addition to a second ability you choose normally.
Apostles are a new religious unit, between Missionaries and Great Prophets in strength. Apparently they have extra abilities that you can choose from.

I should know what I'm talking about. I myself commissioned a genuine katana in Japan for 2,400,000 Yen (that's about $20,000) and have been practicing with it for almost 2 years now. I can even cut slabs of solid steel with my katana.
Japanese smiths spend years working on a single katana and fold it up to a million times to produce the finest blades known to mankind.
Katanas are thrice as sharp as European swords and thrice as hard for that matter too. Anything a longsword can cut through, a katana can cut through better. I'm pretty sure a katana could easily bisect a knight wearing full plate with a simple vertical slash.
Ever wonder why medieval Europe never bothered conquering Japan? That's right, they were too scared to fight the disciplined Samurai and their katanas of destruction. Even in World War II, American soldiers targeted the men with the katanas first because their killing power was feared and respected.
So what am I saying? Katanas are simply the best sword that the world has ever seen, and thus, require better stats in the d20 system. Here is the stat block I propose for Katanas:

It's not quite as fucked as you think.
Qin Shi Huang's ability give Builders an extra charge and lets Builders use charges to add production to Ancient and Classical Wonders.
So he's able to grab more of the earliest Wonders faster (at the expense of neglecting his military and/or improving his tiles, though the extra charge helps with the latter), but once it tapers off in the Medieval Era, he's still got more efficient Builders.
(Builders are the Workers of Civ VI, and instead of hanging around forever taking X turns to build improvements, they instead have a base of 3 charges to instantly build improvements, but once used up, they're gone and you need to build another one)

I would argue that Civilization V with its expansions is even better than IV with Beyond the Sword. Civilization IV definitely had a much stronger opening than V, but I'm not seeing how V is surpassed by its predecessor when we include expansions.
