The problem is TF and CS were always multiplayer games, they didn't have to fundamentally change them in order to shit them up with microtransactions. They don't know how to do it for Half Life in a way that doesn't ruin the franchise, so they haven't.
Only real hope for Half Life 3 is if they use it to sell a platform, like Half Life 2 was used to sell Steam to people. Only thing I can imagine in that regard is it being SteamOS exclusive.
