Not yet. It's really polished and still pretty fun but it basically has half the content as Enemy Unknown does with the expansion and Long War.
Might not sound a big deal if you never played Long War or didn't like it but the XCOM 2 campaign becomes easy as fuck halfway through and just becomes a monotonous grind.
