How it works is that companies provide early review copies to websites that they think will give them favorable coverage. If ign rates your games low every time then you won't give them a copy of your game because it would be bad for sales. Review sites need to weigh up the importance of early access for sure traffic vs how much faith readers will lose if they keep giving broken, unplayable shit good scores.
Comcept is a tiny, shit company that isn't worth anything to websites like IGN. They lose nothing for giving the game a low score, but would receive huge backlash if they gave it a high score.

Well that's too bad for SNK that America doesn't like their games, because the bulk of sales come from there.
They stick around at a few major tournies because Atlus usually ponies up the money to push the game, but when it comes to true major tournies KoF is relegated to side action with the smallest entries of any featured game.
The appeal for any hardcore fighting game fan is there, but the majority of casual or intermediate players won't stick with the game because the skill ceiling is high and the player base will be non existent after release.
Any idiot can see that SFV is fundamentally better than SFIV on just about every level there is. It's easy to play, and will get continuous support from Capcom. KoF will get a few characters, and then never be heard from ever again just like every other iteration of the game.

As someone who has CV1 as his top 3 games ever and has played every classic castlevania game except the super obscure ones - ReBirth was absolute shit. It completely missed the point of the game style and is just so fucking badly made, especially on hard mode.
The game seems to get its 'challenge' from filling the screen with more enemies than you can realistically handle unless you know the room and optimal strategy i advance or you WILL take at least one hit or more often die outright. Failing that, the game LOVES to place enemies in areas you can't actually hit unless long after it would be useful, with enemies flying or shooting through cielings/floors other areas that you cannot hit constantly. It also has a ridiculous reliance on red skeletons, and has no problems putting 4 of them in a small space, requiring you to kill them all with one whip or again you will be unable to proceed as after you have killed one the other 3 will be back and god help you if they're on both sides of you.
To make matters worse, there's almost no subweapons. Many classic subweapons are absent, opting to only include GB ones - a bizarre decision that is at odds with the actual design of the game, you are completely ill-equipped to properly handle the challenges it gives you.
I would legitimately recommend CV2 over that game, it's straight up terrible and I love that genre.

To be fair that company is kind of a special case - the majority of the staff are specialised in this area of art (including some of the directors) and development and the whole company has a great deal of experience and specialists in that area. Aside from the overuse of blood skeletons, I disagree with most of your points. Sure it could be tough, but the same goes for CV 3. Some of the ghostly skulls in the later stages did spawn in some cheap-shot ways, but they were more of an exception.
Also, it was actually neat that parts of the stages themselves changed depending on the difficulty setting. That was rare for the series.
