Nah, it was definitely salt.
The way WCS works is that, much like Caim's pact with Angelus, becoming legion is a forced pact between the patient zero (Red Eye) and the victim. Those not strong enough to resist it become Legion. Those who do resist turn to salt, also dead legion also become salt shortly after expiring.
Seriously, go read the first couple of chapters or so of Grimoire Nier, it provides an in depth timeline of events and explanations for everything that happened post DoD1 Ending E. How the outbreak began, how they fought back against it, how they fucked up and ended up spreading WCS to the rest of the globe with nuclear weapons, how other countries started stabbing Japan in the back to get their hands on the dragon's remains etc.
