I don't know why they nerfed Giovanni, but when I say "challenging" I mean they didn't just throw two Pokémon that would be at an equal level to yours in an average playthrough and call that a "boss." Like Winona in Emerald, only the sixth Gym Leader but she has a roster of five, one being an NFE but the others all being fully evolved with unique secondary types. It's not that she's hard because it's a Pokémon game and you have any tools you need to beat her, probably just from your current team, but it's an imposing team at least. Skarmory is tanky. Altaria is a Dragon-type so you're less likely to hit it for SE. Shit like that makes the fight "challenging" even if it isn't hard.

It's never implemented in the game at any point, and every time you meet him he's supposedly made progression (which is just the same lame waddling little jig), but it never leads anywhere. Any romhack by Drayano has never failed to be a decent challenge in my opinion. I'd you want to play the original Red version with TONS of improvements and no more stupid move pools like in your pic, try Red++.
You can run, there's a phys/special split for moves, you can evolve things without needing to trade, the laughably bad Pokemon sprites are updated to Crystal version sprites.
There are new moves introduced like Shadow Ball and Dragon Claw so the only ghost type move isn't Lick and the only Dragon type move isn't Dragon Rage.
Also it fixes all the bugs that plagued the original R/B. Including Ghost not hitting psychic SE as it should. Also adds Dark/Steel type for better balance.

I may be wrong but I think you can find them at lv14, and then you can feed some of the trainers at Cerulean Cape to it for exp. I usually pick Bulba as my starter and a lv14-15 one can usually take down Starmie with Leech Seed + Vine Whip, if it didn't already fall to whatever else I'm carrying. Absorb is roughly as useful as Vine Whip considering the HP drain compensates for the lower damage somewhat, and Stun Spore can net you the win handily. Just pray that Bubblebeam doesn't crit.

If it's a Gym Leader then that could be an exception as long as they aren't as shitty as XY's Gym Leaders, but unlike SMT, where random enemies have a chance at being a threat if you don't know their weaknesses, you can defeat a random Pokémon easily without determining its type.

It's completely fucking linear but as a trade off there's only a single instance near the beginning of the game where you have to use the cut HM and then after that you're not required to use an HM for the rest of the game, so you don't have to worry about working those into your team.

Some of them weren't that bad. I still like Mewtwo's Stadium model (or rather, the animations) over the GoD ones. They actually changed the model and the animations for GoD. The animations were cooler, they reminded me of Freeza when using pretty much any attack, which is probably why they changed it because Mewtwo is literally just Cat Freeza anyway.

That's because Gen I was programed by idiots and each TRAINER only had space for one custom Pokemon moveset, so all the other Pokemon had to have their level up movesets. The only times it's really obvious are against Blue with Blastoise and Giovanni's last Gym battles, since they both have two stone evolved pokemon.
It's also why Aerodactyl, Gyarados and Dragonair all learn Hyper Beam, to give the presumed final boss a signature move.

It's kind of the first time you realize in pokemon that pokemon are pretty much weapons and that if people lacked the courtesy to let you go and heal your mons they could use their mons to kill you, which is incidentally Ghetsis plan via pokemon confiscation.
