Don't make Luck too low.
The most useful skills are Small Guns, Speech and Lockpick. Throwing and Traps are Swimming of Fallout 2.

There are some builds that are unconventional but viable (like Melee or Unarmed or 10 Luck anything) but Traps can be used literally 2 times in the whole game, one being the tutorial, and there aren't enough throwing weapons for their own good.
