It could be argued pretty well that Super Mario 64 was a reboot, in that the core mechanics were completely and totally changed from its predecessors, and it was extremely successful.

Reboots are usually cash grabs sporting a well known franchise name. I. E:The new devs don't know how to make a "RED" game so they make a bland FPS and call it "RED" to bait fans of the original.
Some reboots end up fine but they are hardly ever what the fans really wanted.

You not liking what the reboot made out of it doesn't disqualify it. The game is acknowledged and successful. If it was just like the first one, it would be a remake and you would be complaining all the same.
Prince of Persia has had several instances of reboots which were good and successful. Double Dragon Neon was awesome. The Xcom reboot is good and successful.

There are lots of enemies. They just don't really show up outside of specific areas, which makes the rest of the game's exploration not particularity scary for a Silent Hill game.
Still quite liked the pacing and atmosphere of it though. More a psychological thriller than a survival horror.
