The teams behind a VN localization and a game localization are incredibly different.
A VN might sell in the 4 to 5 digit range, so they can probably only afford to hire one translator, one editor, and one programmer. I wouldn't be surprised if some cases, a person has to do multiples of those jobs.
Persona 5 is gonna easy sell a million copies, even more than that if it ends up being good. Persona isn't a niche panty quest game produced by Compile Heart, people have heard and know about the game at this point. There's no reason why Atlus can't just hire more people to speed up the process.

If you think that throwing more writers at a game is a good idea, I don't know what to say. Because Japanese is so context-based, there's a ton of possible ways to translate and localize lines. I have to admit that I'm happy that Atlus seems to trying to make Persona games feel like actual SMT games again, what with negotiation finally coming back. It'd also be really cool if this ties into Persona 2's story as well as the rumor system. Having Rumormongers AND Social Links could lead to a lot of interesting stuff and I think the two systems would tie in together well for the social sections.
