I think you're getting confused when they said "launching early 2017 on Xbox One". That doesn't mean it's console exclusive for any amount of time, it's the wording MS use for anything that's not exclusive.
Any other time Harada talked about T7 at E3 they said it would be "launching early 2017 on PS4, Xbox One & PC"

It was found in the steam registry with a bunch of other stuff that eventually released such as Stranger of Sword City, FFXHD, Onechanbara etc etc.
So it's there, it has been worked on but that doesn't 100% mean it will ever be released. It's very likely though.
