Before anyone flips their auts switch on, the devs aren't localizing it because the money, time, and effort it would take probably wouldn't see them any profit. This is largely due to VR being an unsure thing at the moment.
They know it will sell in Japan because there's nothing holding it back, but to sink in even more money and time into trying to make it work in a foreign market is silly.
