I'm no graphics fag by any means, but WHAT is up with the background in that 3DS sample video? That has to be some fault with the video capture, right? Because pic related is from months ago, and I refuse to believe the models got better while the background got 10000 times worse.

It isn't just the background. It's the whole screen, it's just the character models have more solid colors so you don't notice.
Lots of 3DS games have utter shit color depth, and this is just one where it's really bad.
