Sometimes its hook is unpredictable(where the victim will land), its m1 only destroys on near melle range(very huge spread) , its m2 has a minimum range and a very small sweet spot for maximum dmg, small weapon magazine.

The problem with his Hook is that it's actually hitscan. The second it leaves his hand, if you're even a pixel inside of his crosshair, it's going to grab you regardless of what you do in the next half second.
This, combined with 20 tick and favoring the attacker, means that his hook is fucking braindead and will almost always land as long as Roadhog's player knows how to breath.

I play the fuck out of Roadhog.
He only has two real weaknesses.
1. Zarya - Just solo ult her every chance you get. If they have two you're probably fucked.
2. The insane amount of damage he takes feeds the enemy team ult much faster than any other hero. Every time you self heal just remember you gave 30% ult to their team with that hp.
He more than makes up for it by being able to one shot half the cast.

Roadhog heals 300 HP over 1 second, Mercy heals 50. Roadhog heals 6 times faster than Mercy, there's nothing "slight" about it.
You can do a bit more about Roadhog though. Tracers can "E" away, Reaper can shift, Pharah can also E, D. Va can E. It's not hopeless. Plus, wonky shit happens and the hook can place you behind the Roadhog as well as to the side of his aim sometimes.

No one, really. He's designed to be useful at any role but not particularly better than others at it. His only real counters are people that do the role he's trying to perform better.
My only problem with him is that his heal needs to be nerfed in some way, preferably make it so that it starts off weak and ramps up. Right now if he drops that shit in his team with Lucio's Amp you might as well just afk because it's basically a smaller AoE of Zenyatta's ult, and nothing outside of a Junkrat will probably kill anyone in it.

Let's say a Soldier 76 runs into him, he will never deal enough consistent damage because he'll just heal then immediately after hook him and kill him. TF2 balance is perfect. Every character can beat any character, it comes down to player skill.
You may be like "HEAVY INSTA-WINS AGAINST SCOUT," but you can super outplay a Heavy as Scout jumping over his head and being a difficult target to hit.
Overwatch balance is complete bullshit. The half-way skillful heroes are all countered by the braindead easy to play tanks such as Roadhog, Reinhardt, Zarya, and Winston. Their skill ceilings are sooooooo disgustingly low for the amount of killing power and life they have.
Tanks are a mistake. This game should be a game of 200hp series where everybody can truly beat everybody.
