Epic's priority is their moba, paragon. Ut4 is literally just a back burner per project of theirs that's not a priority.
It gets patched and balanced at least once a month, but characters and maps are slooooooow. I think it has a whopping 3 characters to choose from, and still uses ut2k4 voice packs.
The old ut99 musi composers were a part of the forum, but epic is trying to spend as little as possible, so they left.

The original UT was a power fantasy based on the golden era of action movies, so yes. I think Epic should capitalize on that, especially with the resurgence of interest in the 80s aesthetics, instead of trying to make everything look neo-cool and cater to whatever the average 16 year old considers cool nowadays.
