Hell, Jotaro doesn't even look his age. He looks to be mid-20s.
Not to mention he has two emotions: composed and pissed off. That's him from the moment he's introduced all the way to beating Dio. He doesn't get even an ounce of character development aside from when he figures out his Stand isn't an evil spirit.
