Because translations are handeled by the regional branch of the company. Japan has no reason to add English VA for their audience because their audience only needs the game in Japanese. Why hire and pay English VAs for something their audience won't use, thats what their North American counterparts are for.
It makes no sense to remove Japanese VA from the NA game when they're already available and completed. In fact in some cases it would be better to just throw out the idea of using English VA to reduce the cost that goes into translating the game.
Personally I'm starting to feel that the US is more xenophobic than Japan since we go through so much trouble of eliminating their culture from most games.

No we're just people who can recognize simple facts about the industries. Do you ever see any of us defending Japanese live acting over Hollywood? No of couse not. Hollywood is far bigger, and thus has more talent, more competition, and as a result a much higher talent ceiling.

Eh, that's not quite the whole story. It's definitely possible that there are a lot of different styles of Japanese voice acting, but to the untrained ear they all sound pretty similar, and the trained ear either belongs to a Japanese person or a weeaboo.
There's also the fact that Japanese voices don't sound remotely similar to American voices. Yes, this is obvious, but it means that the characters sound weird and have voices that don't fit. There are also casting decisions based off of cultural differences; a Japanese person (or weeaboo) might not see anything strange about casting a woman to voice an adult man, but your average Westerner would find them incongruous.

Personally, I rather like having the option of dual audio, having more in that case as opposed to less is always a plus in my book.
But at the same time, I don't think I'll find myself really listening to the JP voices on Persona 5 that often, if at all. I mean, looking back at Persona 3 and 4, it had a really good cast that really got into the roles. There were some fishy voices sure, but overall...I dunno, I got a kick out of some of the lines said by some of the voice actors in both of the games. A sastifaction I wouldn't really get from JP animu type voices sometimes, easier to relate to I guess.

Its alot easier to write a good translation and have the end user combine it with the original voice acting than have to rework scenes to make some dialog not sound utterly ridiculous.

If the movie took place in a predominantly English speaking country where that's how they address people (like the US or the UK or wherever else) then I wouldn't think it out of place for them to localize have characters address somebody as Mister even in the Japanese language.

But in the case of something like Persona or Yakuza(which doesn't do it as far as I know, I've only played 1, 4 and 5;too hyped for 0 can't wait), I get why they would be kept in.
