It'll change soon. They confirmed a patch for her was incoming, but were waiting until after the McCree nerf to get a sense of how tanks would fair without that damn cowboy.
Anyway, what you should do is fly into somebody, which does immediately 50 damage, and then immediately melee for another 50, so that's 100 burst damage. You'll then be right in their face to shred them with your guns. If they pop ult or go for big damage use your defense matrix, and by the time all this is done you should be able to fly away.
As Pilot just duck and weave and hit your headshots.

You didn't watch the OP video. It goe's into range and TTK and D.Va outclasses Winston in both by double. She can kill at twice the range in half the time.
