That didn't mean anything other than a charming way to introduce players to the game. THey didn't have to base the whole world as a story book, in fact the idea started out as an interesting style to make use of the limitations of the N64. The rest of the world was still based in a real setting and the paper aesthetics were used in clever ways like goombas popping out of signs and such.

How good it is depends from game to game. It's not too bad a series as a whole, but people bitch about it anyway due to Spyro's and Cynder's designs alone. That and that their childhood series is being marketed to a new generation in a way that they don't like. But they do have a point: reselling characters with more enhanced abilities than their previous iteration is a real dick move. But kids seem to like it anyway, so might as well let them have their fun.
