Generally speaking, most long time MH enthusiasts say MHFU was their fav game, I myself haven't played it but I see this opinion almost universally, irl and on the net.
Personally, I see no harm in starting with MHX, or maybe MH4U if the jap throws you off (but if u have access to mhx then u can jsut dl the english patched cia)
I recommend the latest releases solely because they have the largest monster pools and the latest mechanics. I also often hear about people complaining of the lack of jumping when they try to go back to the old games, it just "doesn't feel right to be stuck on the ground all the time / feels like a 2d world)
Anyway, all monster hunter games are fairly similar in core gameplay, so there is no big issue with choosing which one to start with, that said, online multiplayer is often a massive aspect to the endgame, and for that sake again i would recommend the latest entries

Should I play all of the PSP games by release and then move on to the 3DS gamea? I know everyone says 4U is the most newcomer-friendly, but I want to experience the evolution of the series and really "git gud" at understanding the monsters and overall design of the series.

Start with either 4U or 3U and then play the other.
Then play Freedom Unite. The game is pretty outdated, but still has its charms while being very difficult.
