"Cleopatra likes me because I've been building up my army to take out that barbarian camp, but if you don't have a powerful military, she won't give you the time of day. Later, when my army loses forces facing the barbarian camp and I explore too close to her border, our relationship declines. She especially gets mad once I meet and stay on friendly terms with Teddy Roosevelt, whom she dislikes. Any bets on who the remaining civs will be? We know the Aztecs will be in which aren't always a base civ, and that plus shoe-ins means something like:

I think the choice was motivated by agendas. Ed Beach basically said their choices were 'personality'/pop culture based. Cleo seemed like an optimal choice for a leader with a slutting agenda.

I think the choice of leaders ties with their goal to make AI personalities more unique, and if you think about the devs' comments about Cleopatra with Caesar and then Mark Antony, it does provide an unique personality that makes some degree of historical sense (Cleopatra AI tries to woo powerful military empires).

To be honest, I actually hate Qin Shihuangdi as well. I guess I'll just have to put up with him though. For Japan, since they've used Tokugawa Ieyasu a lot and recently used Nobunaga, I'm thinking if they want another Sengoku guy they could use the second unifier Hideyoshi. If they don't want to go with Sengoku for some reason, they could go with Prince Shotoku.

I'm expecting predictable shit everywhere else. Russia will probably be Catherine, though it's feasible they could do Ivan the Terrible or Peter the Great purely for the force of personality. England will be Elizabeth in all likelihood, with some very scant chance of it being Henry VIII. Greece will be Alexander. France will be Napoleon. Germany will be Bismarck and India will be Gandhi. They generally go for leaders that are popular and well known. Theodore Roosevelt is probably their biggest surprise.

Not saying OCC is gone, no proof and doubt it would be removed. However it IS confirmed cities have the exact same work radius of 3 tiles outwards, not imagine Venice trying to build their 12 districts and any wonders in that space, even disregarding mountains/water bodies that cannot be built on by most things. Venice would be so gimped in the new 'unstacked city system', I highly doubt it'll ever be in Civ 6 in the release 18 Civs or DLC.

I see no reason why a city state couldn't have expanded radius (and at the time of its greatness, Venice was one of the largest cities in Europa so I don't think it would be such an outrageous feature). Alternatively, there are possible mechanics like combining military and trade districts to "merchant navy" unique district (although Venetian Arsenal seems to be a world wonder already so this particular example probably won't do)
