Webslinging requiring buildings or not, who gives a shit. Spider-Man 2 was the first one to do it, and that game is repetitive as shit and has garbage mission design. It's the same three random crimes over and over until a boss fight or chase mission.
The only one of the free roaming games to really be great was Ultimate because it's missions were actually varied and they even created new areas for some of them rather than just random blank alleys.

I would say that Horizon and GoW have good chances as well. GoW is most divisive out of the three, but reception to Horizon (at least here, anyway) was good. Aside from people going "FUCKING SJWS RUINING MY VIDYA FUCKING SMUG UGLY CUNT SJW WHORE", actual discussion was good. It looks fun. Spider-Man could be fantastic, and I hope it is at least good. SM2 did have this, though. The entire way you move and control is great, not just the swinging aspect of it. Even the way you fought was incredibly fun despite the combat not being the deepest, because you felt like Spider-Man doing so.

Well, yeah. Everything in the game extracted from the comics is pretty in-character, such as the conversations with Black Cat and the bosses.
As for story missions etc. and stuff to do after beating the game, I can agree it's lacking. As a pure sandbox however, it really doesn't get much better. It's simply fun, whether you are swinging around at night time, throwing bad guys off the ESB, delivering pizza or catching balloons.
