That's not necesserely the case. Steam has grown larger and its customer support better not to mention community hubs and broadcasts, reviews etc. All of this needs people to moderate so there's probably a lot of people just for this. Still, it's obvious they have a lot of people working on Source 2 and making ports of current games to it (like l4d2 and csgo)

Half-life > Half-life 2.

Going back to Half-Life 2, it feels that they cut out way too much content and changed from their original vision they lost something along the way.

They tried to hard to give the HL2 games a lighter tone.
HL1 had a dark and oppressive atmosphere, and it was what worked best for the series.
The original ideas for HL2 are fucking incredible. So many mysterious things, a lot of alien and paranormal stuff, it really felt like some alien world creeping into Earth.
That, and the constantly rainy/stormy atmosphere, with the dark green skies was fucking incredible.

It was more than just ambitious storyboards giving way to constraints, they actually scrapped a good chunk of Half-Life 2 in order to make it episodic. HL2 was supposed to take you all the to the Borealis and supposedly end the series. The leaked prototype has like half of episode 1 and 2 maps in it and some of what would have been episode 3.

Retail City 17 looks flat to me.

Barnacles, headcrabs and antlions. And that brief view on the shark. That is it.
They built a very interesting alien setting with Xen in the first game and then barely used it in the second.

Plus the guy didn't even fight back. he was pretty much like "oh well, lost my pawn for now. I'll just come back for it later." and was just slightly annoyed. I guess he couldn't be bothered with delays, especially when things were in motion.
