GDDR5X is certainly a bit cheaper than HBM+interposer, but when you look at how thermally fucked 1080s are, HBM might be almost necessary for 400+ mm^2 14/16nm GPUs.

I had a HD7970 GHZ for a few years and driver and game support was rotten. Switch up to a 980 and have noticed nothing but better software support and drivers. Zero problems running 2016 titles at 1080/144hz. I'll send the extra hundred bucks for the card with greater support and adoptions.

First, try unlocking your 290 to a 290X, if it doesn't work, go for a 480, and if it does, sell it for a little bit more than what a plain 290 goes for and get a 480 anyway, it'll be a decent and cooler upgrade that also has the newest GCN features, which happen to really shine if you're into MadVR

Zen/Vega APUs will be out for Socket AM4 motherboards next year. If they stick to their current pattern they'll launch for laptops first and then come out for system builders later.
One neat thing is that chips for AM4 have to be SOCs so the boards themselves should be very cheap so if the APUs still top out at $150 it could be possible to build a decent system for less than $400.

Get an i3-6100, it is dual core but kicks the shit out of AMD single core performance and doesn't bottleneck a good GPU in the majority of games.
So get an i3-6100, cheap mobo that atleast supports DDR4 2134mhz (this actually maters for the i3-6100), 8gb 2134mhz-2400mhz RAM, and wait for the AMD 480 on the 29th if you want to build the smartest build, otherwise get a cheaper GPU, but the 480 is looking like a godsend for price/performance ratio, you'll be able to max all games at ultra, 60fps @1080 with it.

That's because nvidia rushed to market to beat AMD to the punch, so that they can compare their high end 1070/80 cards to AMD's low-end 470 and 480 and BTFO AMD in advertising, even though the cards aren't meant to be compared to each other.
There's not enough 1070/80 cards to actually meet market demands because the cards were rushed out though, so the prices are even higher than they're supposed to be, and it'll likely stay that way until at least October.
Meanwhile AMD is grabbing the vast majority of the market at the $150-$250 pricepoint with cards effectively comparable to the 970/980 in performance, and in some benchmarks even comparable to the 1070/80; e.g. crossfire 480's at a lower price and better performance.
nvidia is winning the advertising/PR war like they always do, but AMD's offerings are a fucking kick in the teeth to nvidia right now. They've got a very good product for the price point that makes up the majority of the market and nvidia doesn't have a decent competing card there. For example, a gimped 970 that can't do async compute vs a 470 that can and comes with more memory, and does it with lower TDP and 60-70% of the cost.
nvidia got fucking rekt by AMD's 400 series cards in the biggest market that matters.
