It's simple, you just have to look at the size of the map VS the depth it offers. Think about it. Designing a single room or small outside area to be fun sure is easier than designing two billion of them, isn't it?
If the ratio goes over the point of you having to spend at least half your time playing the game traveling from objective to objective, then it's Open World.
The first Legend of Zelda isn't open world because each small section of the map was basically a small level with enemies coming for your ass and shit. You can't compare it with something like Skyrim, where you have miles upon miles of empty fields. Now that's an Open World game.

Zelda has never had a big story, how the fuck are they going to tell a story to fill this open world? The witcher 3 worked because that game had a gorillion of little stories plus a fuck huge story that took you all over the world and even off world. It had all sorts of sidequests which had their own characters, some even from past games, and a lot of sidequests presented you with moral dilemmas and that's what kept the game fresh and made the open world interesting.
How is it going to work with zelda? Will there be sidequests? Interesting characters? Is it just going to be "explore and kill random boboklin camp for shitty loot" repeat over and over? Hell are there even classic dungeons with actual meat to them? What the fuck is this game going to be about?

I haven't played TW3, but this sounds like a hiccup, from both a gameplay standpoint and a realism standpoint.
For starts, when the map is as large as it is, just tossing the beginning of some long ass side story is just asking for someone to barely miss it 40 times before leaving the area completely, never to return. Secondly, when we're talking a medieval agricultural setting, like The Witcher's, most people aren't going to be wandering too far from home unless they're fucking traders or something.
