It doesn't match you with equal players on your team, it tries to balance the scores of both teams so the game sees no issue as long as when the game starts both team scores are equal. For a simplified example, It doesn't care that if one person has a rating of 10 and the rest of the team's rating drags it down to a 5 average. Where as the entire enemy team is around a 5 so they are destroying your much lower ranked teammates because the game expects you to carry them every game. Instead of putting in the extra matchmaking time to put you with higher skilled players.
Because games don't have dedicated servers anymore where you can just server hop until you got a bunch of balanced players going 20v20 and if it gets one sided you can leave and join any time you want to find a new server. Everything is wonderful "matchmaking" that people are too young to remember anything that came before it and games are designed around using it.

The Rivetgun is highly underrated.
70 damage at all ranges, two shots per second ends up making it one of the higher potential damaging weapons in the game.
Projectile speed is roughly the same as a fully charged Hanzo arrow, but succumbs to gravity twice as fast.
The shotgun is also pretty nasty at point blank. I've been able to defeat a few McCrees by hitting him with a well placed point-blank shotgun blast to the head before he could throw out his Woah There.
The Turret is but a distraction and very minor damage supplement, a way to set up a one-man pincer attack and deal real damage with the primary weapon.

McCree as he is now is a glass cannon. He can instantly fuck up just about anyone in a heartbeat but he's not meant to take a ton of damage. If you give him a self heal then he would be near unstoppable. I can see the arguments on both sides when it comes to buffing or nerfing him but fuck giving him anything to sustain himself other than the skill of the player.
