Pic related is where you can find the lockpick, but you can only find it when you're playing as Clancy (the tape fellow). Once you picked it up in the tape, go to the locked drawer in the kitchen and open it. This will unlock the drawer in the present time and it will contain the axe. I don't know what the fuck else to do after that though.
