I don't think it's an exclusive. Rights to the games belong to Marvel Entertainment after they reverted to them back from Activision. #SpidermanPS4 and "In-development for PS4" are attempts to elude people to believe it is an exclusive, or timed exclusive as best case scenario. Insomniac doesn't even belong to Sony, that's why Marvel settled for them and not Sucker Punch as people believed.
