With the way the trailer was presented, it's not just a stage transition. They're showing character's supers, it starts with Supergirl's, goes to Manta's, to Atrocitus', to Batman's, ending on Superman's.
It's not hard to use your brain and realize it's not a stage transition and that Manta is in the game after missing out on God Among Men. Aquaman didn't have a villain counterpart in that game.
