There's literally nothing you're forced to accept other than 'your courier made a delivery to the Divide at least once'. And even then you're allowed to RP your character as disbelieving Ulysses, you can accuse him of having you mixed up with the wrong courier. They say Ulyssess' motivation is vague but I feel that's a fairly smart design choice: having Ulysses be a little vague makes it much more easier to work into your own backstory of exactly what it is you did or what he's angry with you for.

Dead Money wasn't much more free-roaming, it gave marginally more room for options with which of the three companions you go for first but besides that it was greatly more streamlined than either OWB or HH and it's still lauded as a great DLC for its story telling and atmosphere, which LR manages to do well enough.

General Lee Oliver
The man deliberately mismanages his forces because he's planning to have a single, large battle again the Legion for the future of the region, entirely because he wants to show up the Rangers, who are credited with the victory at the First Battle of Hoover Dam.
Why are they credited? Because in a straight up brawl with the Legion the NCR got its shit pushed in and it was only the efforts of the Rangers and 1st Recon who managed to cripple the Legion offensive and send them running back to Arizona. Oliver wants to recreate this disaster, only with the Rangers in a completely untenable position on the Dam that will get them slaughtered when the Troopers invariably fall back again.
He has his Heavy Troopers back in California guarding ranches against common bandits. He got President Kimball, his dear old buddy, to send the Veteran Rangers down to Baja chasing "ghosts". Both of these assets would be better used killing Legion.
There are manpower shortages across the entire map. McCarran, their headquarters, is practically besieged by Fiends. Nothing is done about Nelson or Cottonwood Cove while the Legion runs rampant in the southern Mojave. Over a thousand soldiers wind up dead every year.
Letting NCR take the Mojave is letting this man, his buddy Kimball and his sycophant Moore, get away with their crimes and making them heroes.

I'm sincerely grateful to Bethesda for all this new content for Fallout 4. It's starting to look like it might be New Vegas's equal, though with its' strengths lying with its' improved mechanics and innovations. In particular, the Build-your-own-vault DLC is something I've wanted since New Vegas.
I think once these are all out and refined over 3-4 months of bugfixes, Fallout 4 will finally be out of FNV's shadow.

When it says "reconnect" it's referring to the fact the Followers in the Mojave taught the Khans how to make medicine and found another group further north who didn't know what scum they were. Actually, Ulysses is incredibly important to HH since he basically turned the White Legs into what they were in HH. Their dreads are a direct homage to him.
Also OWB doesn't just show evidence of him, he's the entire reason the Think Tank wiped their memories of the time he, Christine, and Elijah were running around the crater because he asked theological questions that caused them to ragequit.

Two huge train stations, one part of DC metro, and another in Freeside, near where you find Fisto. They are actually really well built, and there is a quest linking them together for some extra content.
It basically runs of FNV engine; so ironsights are carried over in F3, as are challenges and all of New Vegas's perks. You'll need some additional mods like DC recipes to make the whole thing flow together.
