It's easy to push an update for a game over steam, it's another thing to completely rewrite the game so it can run on a current gen console when it was originally made for the last few consoles. Far more work to bring it to ps4 and xbone than push a simple graphical update via steam on a PC.

The more complex mods require the script extender, I doubt that will be a thing you can use on console.
For PC. it's just an engine update. it's now an x64 application, some engine issues have been fixed, and there are new graphical effects. Why would it cost money?
Console cucks knew they weren't getting mods when they bought the game. With mods, it's practically a new game. And when Enderal and Skywind come out, it really will be a new game. They can and they will buy it, because they were stupid enough to get a console in the first place.
There is not filter. They've probably just added new weather effects for sunrise and sunset.

Skywind and Enderal don't require extenders. If there console has enough storage to downlaod the mods, they can. Game overhauls aren't like graphical updates. The new assests aren't using high poly meshes, or textures with increased resolution. The people making Enderal are going out of their way to make their expansion playable by anyone who can play the base game.
It's not about the engine. And even if it was, you're forgetting that the new xbox and ps4's are getting released. You can run those two mods as long as you have the disk space.

Don't you require Morrowind to play Skywind? It's a legal thing more than anything. Plus console mods have restricted sizes. I wouldn't be surprised to see console versions of popular mods like Frostfall though.

DLC alone cost 44,97€ and legendary edition has a discount of 39% so it costs 27,42€.

"Skyrim Special Edition" is merely a quick remaster meant to give TES fans something to work with while Bethesda works on TES 6.

If they change the ESM structure (especially if they merge DLC into the main ESM) then its going to break shit and the BInary will be 100% new so anything that relied on hooking into the Skyrim.exe (a ton of shit) will not work.
If only the binary is changed then people will have to wait for things like SKSE and the like to be updated. If the main ESM gets changed then it will break a lot of shit and won't be easy an easy fix.
This is Bethesda we are talking about, the last patch they released left the game broken for modding until the community fixed it for them.

I already played Fallout 4. Terrible UI designed for a controller and terrible performance. Bare bones native mod support, remember when you had to click an arbitrary place under the power armor's eye in the launcher to bring up the load order. Mouse lag out the ass. And a bunch of other things. The only reason they still port to PC is because of mods, and even then they do nothing to improve the modder's quality of life. The absolute least thing they could do is create a good mod manager, and not the shitty one that's come with all their games since Morrowind.
