I'm pretty sure its because for the skyrim remaster they just upscaled it to 1080p, added some new effects, and did some minor texture work. Why must a game die on the console it's released? There's no reason not to give new life back into your game on a new platform.
Also, Bethesda just spent a lot of time and money on their Bethesda.net modding platform. A business doesn't throw money into large projects for no reason. They want to continue to grow it and expand it. Right now, they just have Fallout 4. So what's an obvious, easy choice for them to use to expand their console modding? Obviously, Skyrim. It's recent enough that it doesn't have to be totally remade like a Morrowind or an Oblivion, it's popular enough that Bethesda knows that it will sell, and it has more mods than nearly any other game in existence so it's the perfect candidate to expand their console modding venture.

Remember, most mods are just little skinpacks or quick remodels. Porting mods like that from PC to console isn't that hard. Not all mod developers will, but enough will that console mods will have a reasonable library of mods to play with.

Did you forget to use your eyes? The showcased effects weren't possible in the original engine. Not even mods could introduce that lighting. ENB is a D3D9 injector with poor performance and worse and more limited results. It has nothing to do with the engine itself.

Yes. The mods use an abstracted scripting language, it doesn't matter if it's 32 or 64 bit, they work for both.

I would assume so.
Logic: the entire reason they're doing this is to expand their console mod platform. So they're going to want to make sure most of the old mods are still compatible. They picked Skyrim BECAUSE it has such a strong modding community. They are using mods as a feature of the remastered game, so it's in their best interest to make sure that most of the mods still work.

For the last time, yes, there ARE things in the SE that are worthwhile for PC. It's a port to Fallout 4's version of the engine, it has DirectX 11 support which will improve graphics mods by leaps and bounds.
Also no, they literally cannot prevent you from using the older version and there's probably no "strings" - even if there were people could just mod them out, honestly. It's what they've always done with restrictions (see: Script Extenders)

It seems like it'll be fairly obvious what the Skyrim HD will do on the PC version, if it's true that it'll just be a free update for PC - it'll save people money sure, but that's because they know a lot of people wouldn't see it worth buying again since the mods already make it look better than the HD clips shown.
They're going to make it so that update will pretty much break / ruin every single Skyrim mod that's already out there. Forcing the modders which otherwise would just think " There's not really much of a point in me redoing 5~ years of work again for no reason since they work fine on original Skyrim" to HAVE to redo them to work on the new updated version, which will also mean that they get put onto Bethesda.net for the console players who've bought it innit, otherwise it'd be pretty barren.
