At first, OJ TRIED to keep a leash on new DLC characters.
Then they said "fuck it" and just buffed the hell out of everything new.
Saki's hyper (which needs several turns to even have a payout if you're lucky) used to be goddamn level 4. People had to argue like nuts to get that reduced to 3 (which is still still too high for a 0 ATK character)
Meanwhile, Sham got one of the best hypers (and one of the only hard counters to Suguri's bullshit), and then they decided no, that's not good enough. Let's make all her stats greater than or equal to Saki's.

It depends on your character, really.
If your character has a specific gimmick, you want to help support that gimmick as much as possible generally. For example, Syura's hyper gives her more stats the less HP she has so you could take cards that meddle with your HP. Saki's Sweets and Big Magums to push your HP up or down, that sorta thing.
Alternatively, take cards that will boost a character's strengths or cover their weaknesses. Nanako can be pretty strong when she gets her bits out but she has to survive until then. Cards that boost evasion or heal HP can be useful until she's ready to bust out a hyper.

Pick cards that are good for your character and bad for other characters.
Making synergies between your cards and your character is cool, but don't go overboard. Some people build their whole deck around a single gimmick of their character because they think the remote possibility of doing a big cool thing once is better than just consistently winning. There are definitely a lot of people in these threads that overvalue stuff like that.

Getting stars is way better than taking wins. Unless if you think Saki is going to someone collect 10 or so wins so she can collect the next few with her hyper.
If you want to make it balanced don't make it steal stars, make it generate stars like Fernet's hyper. Fernet's hyper is shit but if you make it so Big Bang bell is free or doubles its cost from killing 2 people it would be good.

You typically want to play her as a defensive character, but she has an actual way to comeback unlike Fernet or Kyoko and she can actually deal with Mariepoppo.
Some good cards are Saki's cookie, Dinner, Cloud of Seagulls, and big magnum Rainbow colored circle is fairly decent too. If you wanted to be a true tryhard then forced revival and Sealed guardian are good, but if you don't know why those are good don't run them.

There aren't bad cards as such, everything has a use. That being said, some cards do require you to be a little more creative than others. Mixed Phenomenon and Oh My Friend come to mind.

It's true. They are good cards the have in your hand but they are awful cards to put into your deck.
Playing 100% orange juice "Seriously" is not fun, because one of the worst things about deck building is that it is more likely that your opponents are going to draw cards you put into your deck than you, unless if you somehow manage to draw more cards than everyone else combined just from landing on card draw panels or warping with Mixedpoppo.
Because of this, it means that cards that are good for everyone or almost everyone, like dash, nice jingle and nice present are horrible, because it's more likely that they will help someone else, rather than you. It is better to put cards that are completely worthless than cards that are helpful for everyone.

Exactly, so that means if you wanted to make an "Optimal deck" you need to use cards that are either almost always good for you, or dramatically better for you than other characters, or you don't care if other players use them. Depending on the character you could have a lot of cards like that (Fernet with healing cards like pudding or dinner, or Starbreaker with expensive bullshit), or you could have very few if your character isn't specialized enough.

If you have Sealed Memories then there's no reason not to fill your deck up with them as a Sweet Breaker. It doesn't matter who plays the card, it's about who steps on it.

Sweetbreaker's hyper has so many cases where it can mess up (It doesn't even help your movement rolls), and you combine that with the ludicrous cost and it's not nearly as good as you think.
