Champa (Beerus twin brother) is the God of Destruction in Universe 6. He visits Beerus and tries out food from Earth in Universe 7 and falls in love with it. He finds out the Earth of Universe 6 is devoid of humans because they fought until extinction so he challenges Beerus to a tournament between their universes with Earth 7 as the prize for Champa and the Super Dragonballs as the prize for Beerus.
They fight and Beerus team wins because Hit (the strongest in Universe 6) decided he didn't want to be a puppet of the Gods. Just before Hit is about to get killed by Champa the King of Everything shows up and says he wants to hold a fighting tournament with all 12 universes participating. Then Beerus uses the Super Dragonballs to wish Universe 6's Earth's humans back to life so that he can enjoy Earth's food in his own universe.
Now they are training for the all universe tournament when all of a sudden Future Trunks comes back from the future to look for help once again in fighting what seems to be an Evil Goku named Black. Still no idea who or what he is but we'll be finding out more info dumping next week hopefully.

Xenoverse was based on DB Online, which Toriyama wrote the back story for. He created Towa and Mira and the Supreme Kai of Time. So yeah, wouldn't be surprised if he liked those elements.
Only Demigra was a Xenoverse-original character (though still based on Toriyama's ideas of Makaioshin), and the story itself is basically just a glorified prequel to DBO's story. DBO just throws you straight into Age 1000 after the fight between the Time Patrol and the Time Breakers (Towa and Mira) has already been going for a while. Xenoverse just shows us their first encounters, while giving us a different final boss just so there's some kind of closure to the story.

Dragon Ball Online is canon but they shut it down prematurely due to it doing poorly financially, it was written by Toriayama. Xenoverse is a continuation of DBO plot (well, technically it's more of a prequel to DBO) and supposedly had involvement with Toriyama as well (he's credited in the credits too) so if Demigra was one of Toriyama's unused ideas from DBO that didn't get implemented before it kicked the bucket, it wouldn't surprise me if they brought him over to the anime.

It has some unique fights and character interactions but the animation and art is the worst its ever been. The fights don't drag on much though so it can still be fun to watch if only to see Goku and Vegeta put into some fights they wouldn't normally be in due to special rules. Plus I personally think the Goku vs Hit fight was good.
Its not beyond important to watch though, all that really happened was the King of Everything came at the end and said he wants to do a tournament like that except with all the universes involved instead of just the two Beerus and Champa were in.

It's not even really the studio, it's the key framer himself. In-betweeners have no control over the quality. They have to draw what's there.
Uchiyama infamously had people in his own studio go back over his keyframes to fix them when he wasn't looking, they were so bad. This happens because of seniority rules in Japan. People who are low grade in betweeners graduate to being leads, regardless of their skill or ability. People below them may actually be very talented.

Because when you're making an episode once per week nonstop you need multiple studios to animate them and since the original DBZ was chalk full of filler, you kept the filler primarily for the lower budgeted animation studios and the key frames and major plot events for the high budget ones.
But there was definitely a sharp decline in quality from the Imperfect-Semi Perfect Cell Saga to the Perfect Cell Saga for some reason, not sure why.
