It isn't. Thief 1 has a load of nonsense in it due to the developers not really knowing if people would actually go for a proper stealth game so they added in a bunch of shitty creatures to fight just in case

Greater variety in scenarios. It covers a wider range of thiefy activities, like grave robbing and Indiana Jones-esque adventures finding treasure in exotic locations, in addition to more normal things like mansion break-ins. Thief 2 has less of that, which is good for some people who didn't like it but I sure did. It's also spookier.
